U.S. Attorney John Kerry has refused to convene a COP26 climate summit in November in the UK, despite strong opposition from many green groups around the world who say the Glasgow conference should return.
More than 1,500 unprofitable seasons, including Greenpeace, last week called for a meeting to be delayed, stating that it would be difficult for developing countries to be better represented at the conference because of the ban on Covid-19.
The controversy over the conference has left the UK government in a precarious position and questioned whether it has done enough to prepare for the event.
Speaking to the Financial Times from New Delhi, where he held two-day talks with Indian officials, Kerry said the Glasgow conference could not be delayed because he was suspended for one year because of the epidemic.
“This is bound to happen by chance and should happen now,” said the former US Secretary of State. “We don’t have the opportunity to spend as much time. . . The urgency of the situation now requires us to connect and move forward. ”
He urged prospective delegates to “take responsibility, get vaccinated and come to the COP”.
With more than 20,000 delegates arriving in Glasgow from nearly 200 countries, the events leading up to the world’s largest conference in the midst of a global epidemic have been particularly difficult.
Just seven weeks before the conference, the UK has been trying to vaccinate delegates who would otherwise not be available.
A special program run by the UK and UN released its first rounds last week. But climate groups say there will not be enough enough vaccine agents to do so, putting those from developing countries at risk.
“If COP26 goes ahead as planned, I’m afraid only rich countries and non-governmental organizations from countries that can be found,” said Mohamed Adow, chief of think tank at Power Shift Africa in Nairobi. “[This] it opens the door for the rich to better understand this issue. ”
Requirements in the UK to exclude vaccinated immigrants from Countries “red list” They must be kept in isolation for five days – a barrier to many agents. The UK government will provide hotel fees for delegates who must be privately owned.
The climate goals set by the Paris agreement in 2015 – which aims to reduce global warming to 1.5C – did not achieve this goal.
At the Glasgow summit, the talks will finalize the main points of the Paris Convention, and work to secure a new coal-fired power plant, which COP26 President Alok Sharma said he wanted to “record”.
On Monday, António Guterres, the UN secretary-general, Boris Johnson, and US President Joe Biden held a round of talks with other leaders on the sidelines of the UN General Assembly in New York.
Establishing a strong climate, and the acquisition of a wide range of Covid-19 vaccines distributed worldwide, is expected to be a major topic of discussion.
The US is threatened that it has so far failed to pay its climate support services, as part of a $ 100bn pledge to provide funding from rich countries.
Kerry promised that “the US will do its part to raise $ 100bn”, but declined to comment further on the amount of money or time that could come, other than to repeat that the announcement would be made before COP26.
He added that some calls to delay the meeting could be motivated by things other than health problems. “Some people will soon not be able to face the decisions they have to make in the COP,” he said.
Kerry said he hoped India would change its approach to climate change (also known as national donations, or NDCs) by integrating its renewable energy targets. It is one of the strongest in the world to produce greenhouse gases that are forced to achieve their goals.
“It could be a dangerous thing in the world, if India did anything, I would just put it in the NDC,” he said. “As a good idea, I have advised them to consider ways in which the NDC can move forward.”
